No.However, the digital-only upgrade deal is still active. If you buy the digital version (through the Playstation Store) for the PS3 or Vita, you can buy the digital version on PS4 for $5 more. The first way is to download each specific mod and instal them yourself, however that requires a bit of know-how. The best and simplest way to get a mod is through a modpack. And, there are two main launchers that will instal multiple modpacks for you, they are "Feed The Beast" and "Technic Launcher". I prefer Feed The Beast personally because it has more functionality. Just Google either of those launchers and download them. They will do all the work for you. Just keep in mind: this is not available on PS4, only on PC.
