Q: Will this charge dead batteries?

Like most chargers, if your lithium battery stays below a certain voltage it won’t charge it. That’s not a defect on the charger. If you mean will it charge completely discharged but otherwise OK DJI batteries, the answer is yes.

Q: Does it stop charging when battery is full to prevent overcharging?

Yes, I believe it does. I charges in sequence with up to 3 batteries so when battery 1 is fully charged, the charge stops and proceeds to charge battery 2 and so on with battery 3.

Q: Can you use this with 12v car cigarette lighter plug to recharge batteries in vehicle??

If you've got a 12v lighter plug-in to USB, then you can use a usb-c cord in it to charge this; so yes you can.
