Q: what is the wiring diagram for the cord ? like neg, hot ,ground ect

Black is hot, white is neutral, and green is ground. In general neutral is always white, hot is always black or red and ground is always green or bare wire.

Q: Can it be used on a garbage disposal (Insinkerator 1.2 HP)?

You need to check the current (amps) rating of the disposal. `.2 HP should be about 1000 watts which would be around 10 amps. 16 gauge wire is rated for 13 amps so it should be okay. If the nameplate current rating is 13 amps or less you should be go to go. Otherwise you will need a larger wire size, .e.g., 14 gauge
