Are the bags plastic based?

Yes they are, but find them very good. I dispose of them in the nappy bin - non-recyclable.

Are these biodegradable?

Nothing on the packaging indicates that they are and it would seem unlikely, but then are the sanitary products that they are designed to contain biodegradable themselves
