I had a leash backpack with my older kids which helped keep them safe when outdoors in public spaces. Would this work in a similar way?

The handle for this is a wooden stick, so it would be harder to hold comfortably while a kid runs ahead the way they can on a backpack-leash. It might work, but I don’t think it would work as well as the backpack.

I want to get this for my 15m old to bring him ice skating. He is 22lbs and 31.5" tall would he be able to use this with the crotch portion attached?

Absolutely ! The straps and crotch area are adjustable, you can easily adjust the harness to fit your little one in a comfortable way. My son is 30 in and 27 lbs and he fits in it perfectly with the crotch area attached.

Is there instructions on putting this on right? I didnt get any and i dont know if its on right

There wasn’t instructions but it was pretty self explanatory. Just put the strap that goes between the legs first then through the loop that is on there run the other strap that has the Velcro strap face up first and then just put the other piece to connect. After you just snap in the buckle and adjust the straps to you kids size. Hope this helps! Sorry for my grammar errors lol
