Are these hard on the outside?

The outside is not too hard. It’s puréed chicken wrapped by chicken jerky. My 17yo chihuahua loves this treat. It’s really small in size (a size of peanut) but you can still hide a medicine (size 5 capsule) in the middle. Each packet has about 8 treats. The only things I don’t like is the price (bit too expensive compared to other treats) and the awful scent (especially the fish flavors).
