sides are completely flat! What happened??

Mine was the same when when i opened the box. I left it alone for awhile and came back to it and it completely inflated! The sides were contoured. It needs time to inflate

It does not say on the tag so I would assume it is not.

Can you use other covers on this?

Yes you can but you’ll need a changing pad tray or a non slip mat once you take off the cover it will slide all over the place.
