No, it is just an image scanner. It works very well.

Q: Does this import the data into forms (excel or some kind of software) so the data can be manipulated or does it only scan and save an image?

I believe it just scans and outputs an image, no OCR software was included in my purchase.

Q: Does it scan 2 sides of the card?

Not at the same time. You have to feed the card through twice, scanning front and back separately.
