Q: Will this fit smaler diamter leads?

Slightly smaller yes, but it's a sketch pencil meant to hold the 5.6mm. You can go a few decimal smaller, but you need to be careful that if too small, the lead will move side to side as the barrel inside is meant for 5.6mm. If one wants a writing pencil using thinner lead, then they sell a different product.

Q: Anyone found an electric pencil sharpener compatible with this pencil?

The lead is thicker than standard wood pencils. There are mechanical pencil sharpeners which will accommodate this pencil, but I’ve found that they all quickly chew up the lead. Cap sharpener attached to this pencil really is one of the best choices.
