Q: Is this flux suitable for copper circuit boards?

This flux is intended for copper PCBs and is a no-clean flux (meaning it has very little acidity/etching action at room temperature and can be left in place, or you can clean the PCB if you prefer for the aesthetics, you just are not required to clean it off the way a more active flux must be). However, tack fluxes are intended more so for surface mount rework, especially where hot air is used to do the soldering, as the added tackiness/viscosity is intended to help hold the parts in place and prevent the hot air from quickly pushing all the flux out and away from your work area. If you are only using a soldering iron then liquid rosin fluxes are potentially more convenient if your boards are lying flat as it will readily flow under and around components (e.g SMD IC and transistor packages) and there is no hot air pushing it away from your work area.

Q: Just checking, is this flux or solder paste? Not clear from some folks review. Need flux to flow the solder.

I’m not a very experienced soldering person, but from my use of the product it seems like regular flux than paste. I’ve used this product for everything from fixing Xbox controllers to fixing wiring harness on ATVs and Ford trucks, also used it to install some speakers in my personal truck. By far the only product I’ll probably ever use for “flux”. Hopefully this answers your questions

Q: What is the difference between the two included tips? Which one should I use?

It depends what you're doing. The all plastic top is not going to work for use near a hot soldering iron tip. Personally I only use the metal tip.

Q: does it work well for ho scale railroad, ?

Yes. It's perfect for model railroading. It's designed not to corrode circuit boards over time like rosin core solder can. Perfect for DCC installs that require solder. Or all other connections that need solder using smaller wire.
