Hello, you just need to spray directly on the face and allow to dry. There is no harm if it gets into the eyes or mouth. I have used on my 19 month old since a baby.Spraying on a cotton ball will contaminate the solution and may affect the efficacy. This is a really great product. I recommend anyday. I always have handy.

All though it is not necessary you can apply a gentle non irritating moisturizer. I use one that is not sold on Amazon that works wonders for Eczema.
