You really just have to shove it in there and you will hear a click once it's in all the way. The little flaps on the tail should be facing up.

The foam cartridge has been properly filled; switch is in the "on" position. What a disappointment this toy has turned out to be! If I can't fix it easily, I will be sending it back.
