Is this paper with a white core?

No this paper is black all the way through.

Could you use this to practice dot painting using acrylic paint? If you use chalk to mark on it can it be erased completely?

I use it for stamping and I would work for Acrylic paints I don't know about erasing on it

This is black paper. It's not likely that a standard home inkjet printer will be able to print anything legible on it, but there is such a thing as white pigment ink if you can find some that is compatible with your printer. Also, this is more like cardstock, so your printer would need to be able to handle the heavier thickness of this paper. I don't print on it, I use it for paper crafting - cards, scrapbooks, etc. You can heat-emboss with opaque embossing powders, you can foil it or stamp with white or metallic inks. It has solid black core and cuts clean, and also folds neatly when scored (and even without scoring in some cases).
