Q: How many inches is the flower part? Need this for an adult and head size 22''. Will these be large enough?

It actually is adjustable. IT has a ribbon that ties in the back and so you can adjust it to any size. We used it for a work promotion . It fit all of us adults.

Q: Would this fit a 12 month old?

The color I got was the white and green, for my sister in her 20s. It is ajustable but I don't think it would fit anyone under 5

Q: Would this fit my 1 yeard pld baby?

Not sure but they are pretty big.
