These axle carriers include the inner bearings that are oversized, but it does not include the outer bearings, which are the stock size. You can reuse the bearings off your old axle carrier, if they are still reusable.

Will these fit the Traxxas Maxx?

No they are only a direct fit to the xmaxx.

Does this fit the stock a arms with the stock pins?

Yes it does. I recommend getting the screws to replace the pins though.
