Q: Is this a hair color ?if so which color does it give to the hair :brown,red,black ?

Hi..It is Henna and not hair colour. I have been using it for last 1 year now. Soak it overnight and then apply it for 4-5 hours. The results are really good. If you make the mixture with tea water like I do ( boil normal tea in water and then keep it aside to reduce its temperature), filter it and use the tea water to make the mixture....it will help in getting dark brown color. Also, use an iron utensil if possible. You can also sqeeze some lemon in it ( if you have dandruff). you can also add some amla powder/ multani mitti for better results.

Q: Can I soak tea water except plain luke warm water

You can but for gaining better result you should use luke warm watet
