Can this be used to rub carb Othello pastel chalk pencils onto and then use makeup sponges to apply to adult coloring?

i dont see why not but i'm not sure it would match the fine of a grinder, if that matters.

What is the difference between the normal and the premium

If you are asking about the two sides of this palette, one is smooth, for wet media, and you can use it as a normal palette. The other is highly and coarsely textured so that you can "scrub" off pencils or sticks and then use water/whatever to custom mix colors, make a wash, etc. It's very clever! I exclusively use that textured side and love it!

Yes it will work with watercolor pencils. The two sides are different....one smooth and one rough. The rough side is the one you use for watercolor pencils.

I love this palette but it's too large for my travel use. Is there a slightly smaller version I can find here?

This is only size they have. Maybe you could cut with a hack saw to the size you need, it's only plastic. Hope this helps.
