this fan has blown out twice on me. i've had others inspect it, and noone knows why it keeps happening. can someone guide me??

by blown out im guessing you mean burnt out [fried, stopped working] these max air fans sometimes burn out if more than 13volts is applied which happens when charging coach batteries, [plugged in using converter power or driving charging with alternator] lol yes a company that specializes in rv fans made it so more than 13volts can damage it, if you add a 12 volt voltage regulator inline it will last forever

How does it effect fuel economy?

I've found that with the unit running on high it actually pushes enough air out that my fuel economy has improved!

Would these work for a food truck

It depends on the specific context. It will work quite well as an RV fan, I'd recommend two (one exhaust one intake, at opposite ends of the compartment) if you want to achieve some normal kitchen circulation. It will certainly NOT replace a hood exhaust.
