what's the recommended mix ration per gallon? is it one packet per quart, gallon?

It depends on your base on how well it works, you have to put a base color down and add the glitter to a candy or clear cover to get effect. If the flake color contrasts to desired effect it may not look correct. But a clean clear should be applied several times to bury the flakes. Do not wet sand the flake layer it will mess up the effect.

Whats the best color to use for a blackcar?

All the glitters work extremely well on a black car. Black holographic is very good choice

Will it show through if you mix it with a flat black paint?

You cant mix it with flat black paint or any paint .. you need to apply your paint first then add the glitter to a clear coat finish and apply on top of the flat black paint.. you can try useing it with a matte based top coat but i think that will make the glitter lose its effect .. works best when adding it in to a gloss or high gloss clear top coating .. if not this isnt what your lookkng for .
