Yes, this is the safest ozonated oil to use around the eye. If it does enter the eye the user will experience a slight burn.

Q: isn't the ricinoleic acid altered/damaged (ricinoleic acid oxidized) during the ozonation process?

I don't know that answer, however I do know that this product really smells like ozone and has been helpful for me in clearing up skin problems.
