No you can plug these in any usb port , if they are used for a backlight for a tv the only reason you plug them into the tv is they turn on and off with the tv

As the USB interface was the older version (USB2.0 or the following,most of the market is now USB3.0), and the current in the interface is not enough to support the light strip . So please turn brightness down properly, there have two buttons on the remote like the sun,please try to press the second one to adjust.
