Not a plush toy.
It's definitely cute and my kids love it but it's not a soft toy at all. The body and arms are basically a loose sock over a plastic frame. Slightly concerned about my child if they fell on it. No type of soft cushioning like other toys that are similar.

This is a very cute toy. It is good quality for the price. My granddaughter loves it. The sound is clear. It is soft and it is decent size.

It’s a beautiful well made toy
This was a gift for my 3 yr. old niece. I sent it to her overseas, but I was told she was over the moon. Apparently Peppa the toy giggles, laughs and is quite interactive keeping my niece entertained. I loved that Peppa is a plush soft to the touch toy.
