The expiry date would depend on your specific box, but ours was about 2 years. Once you have learnt how much time it takes to heat it to the right level using your home devices you tend to stop using the heat test strip anyway.

What is the patch filled with ? Is it gel or grains ? And can it be chilled to use as a cold compress also ?

It's filled with grape seeds. And there's no indication of using it as a cold compression, it states how to heat and check temperature only

Is this parch safe to use if use if you have had punctal plugs inserted?

Yes, I have the same and had no problems.

do i need to take heat test strip off of the box

No. Leave it on to keep box as the eye pads do not come with a holder.
