Q: Can these be opened with out tearing them at the little notch?

Yes they can! They have the Ziploc that you can open and then close. I use these to put my epoxy glitter pens in. Once I am finished with the pens I just put one in and then heat seal the notch with my flat iron to seal them in the bag.
