Is there supposed to be steam? There is no steam coming from mine

While we do not advise to use boiling water, we advise for you to fill the unit with hot water so steam can escape from the hole in the mask for you to inhale. No it is not returnable.. When I bought the description was different too. I didn't know it was not electric and tried to return.
