Will this work with every electric guitar?

As far as I am aware yes they will work with every guitar. I have put them on a G&L ASAT Special with a Bigsby and an Ibanez with Floyd Rose.

I am learning the electric, what do the numbers Nge 9 and 10 mean and which is best for me!?

I imagine that is just the set number. The important thing is the numbers that follow. These are gauge (thickness) for each string. As a beginner it may be worth buying a 'light' or even 'medium' set and see how you get on.
