Q: is the knuckle area hard

Yes the knuckle area is hard. Solid thick plastic feel

Q: are these gloves warm? want them for biking to and from work.

They are pretty warm but I would not user them for extreme cold / freezing weather.

Q: I climb moblie phone towers for my job do these gloves keep your hands warm and dry?

I use my ones on my motorbike as well as general use, and they have mostly kept me warm and dry. In bad weather especially if wet and windy they wont keep you warm and dry for very long.
