Will this work on one time use helium tanks?

No, it’s not for those tanks.

I know it's not suggested to use any other gas except helium but if I proceed anyways does the temperature of the gas matter meaning how cold it is?

We have used these regulators at temperatures below 0 F with helium and they don’t have a problem. I think they would work similarly with most inert gasses that are compatible with the cga580 fitting that comes with it. For most other gas types the unit won’t fit on the tank and I would be cautious not knowing whether the seals or lubricants used in the regulator are compatible with other types of gasses
