Answer yes, but it depends how heavy the kilt is. The hangers are quite good but a full one is quite heavy

Not that I am aware of. They are just trouser hangers.

Q: Where are these made. I’m trying to avoid goods made in China

There's nothing on them to show their origin. It's likely to be China, because of the huge volume of goods imported from there. This will make your wish to stay China-free difficult, also there are other countries sending us goods that have poor records for workers' rights etc. Its very sad. Unfortunately UK-made items are usually much more expensive.
