Q: Can you unscrew and rotate the brackets at each end to make this mountable against a flat desk instead of in a rack?

The 2 screws holding each bracket are fitted mid position top and bottom To rotate the brackets through 90 Degrees to allow it to be fitted to a flat surface would mean that there would have to be suitably positioned srewg holes in the extruded section that forms the body and this would appear to be unlikely. The brackets could be modified to sit at 90 Deg but even this would be awkward. In short....without stripping down the unit, no.
