Can these be used outside?

If the ground was level and dry I don't see why not. However I would be reluctant to use if raining. There are other steps which are made specifically for outside.

Can any one let me know if this step would help my aged mum get into bed as the bed is too high thankyou

This is really a step to be used in the bathroom. But it is a step all the same. If your mum has reasonable mobility and can step up,then it should be ok. You can request a bed transfers assessment by an occupational therapist from your local social services department. Can these be used in the bath?

In the bathroom, yes. In the bath I wouldn't. They need a flat surface to provide an excellent non slip adhesive grip and you wouldn't get that with an average bath. A wet surface might be an issue too.
