Q: Can these be used outside?

If the ground was level and dry I don't see why not. However I would be reluctant to use if raining. There are other steps which are made specifically for outside.

Q: Can any one let me know if this step would help my aged mum get into bed as the bed is too high thankyou

This is really a step to be used in the bathroom. But it is a step all the same. If your mum has reasonable mobility and can step up,then it should be ok. You can request a bed transfers assessment by an occupational therapist from your local social services department. A professional assessment and they will be able advise and identify suitable equipment to use for the purpose. There is no charge for the assessment. I hope this is helpful to you. Regards.

Q: Can these be used in the bath?

In the bathroom, yes. In the bath I wouldn't. They need a flat surface to provide an excellent non slip adhesive grip and you wouldn't get that with an average bath. A wet surface might be an issue too.
