Q: Is this product a type of toner ?

primarily it is a cleanser but i have noticed that my skin feels more toned after using it. I hope that helps.

Q: Can this be used for a oily scalp?

I wouldn’t recommend using outside the directions on the bottle. It is very astringent you really get that stinging like menthol feeling it’s just bearable on my sensitive skin but my daughter uses it daily on her oily skin (face). Great result for keeping teenage acne at bay. Judging on how strong it is I’d never use it on my scalp but as like my skin it’s sensitive too. I’d say stick to the direction on the bottle only.
