Is this yarn oeko-tex certified?

I just looked this up, I had never heard of oeko-tex certified yarn before, and it’s not listed. I used this for Amigurumi. It worked fine but not any better then any of the other cotton yarns I’ve used.

Is there enough in two or three skeins for a blanket?

Depends on whether you're crocheting or knitting & of course which pattern you will be using. Crocheting takes more yarn than knitting. Each skein is 174 yards.

Which red is the brightest, 51, 90, or 26?

If I was picking a true red I would go with the 90. There is a color chart for the Yarnart Jeans yarn on the internet where you can compare the colors. I would say, 90 would be the closest to the true red.
