Will this work to waterproof the roof of a dog house ?

No, it is visually like actual roof shingles, but not functional.

The shingles come in 36" strips. Each individual shingle is 1" x 1".

What is the scale for these shingles - full (1 to 1) or half?

I use them on my 1:12 dollhouse and they look great

Would this be damaged if used outdoors in rain and snow on my share a book library for appearance purposes?

Not meant for outdoor use. I did use them for outdoor bird house after giving it 2 coats of outdoor varnish. It has survived for about 4 month without damage.
