Yes it buttons onto the hood, so it can be removed

I am 5’ 4” and purchased the size medium which was very roomy. The jacket extends below my waist and covers my behind- great when sitting in cold temps. I used this jacket for spring skiing and it was definitely too warm. I have not tested the jacket in 0 degree temps. Having lived in Chicago, this is probably ok for a Chicago winter. However, you will want to add layers for the coldest and windiest winter days.
