Can it be wired to not light up and draw electricity? I don't want the light.

absolutely YES,it is a simple switch for the positive lead. If you want the light to come on when the switch is closed you will have to run a negitive wire to the switch

Do i need to use the negative wire ? i have an electric fuel pump that has already a ground to it. can i just avoid using this one ?

Yes.. just splice it between the positive wires.

Does this include the relay for switching higher current devices?

Simple switch, so no relay is include. However, there is no reason you couldn't include a relay your wiring. I wired mine to drive RIGID LED light bars through a relay.
