Q: Im 5 2 can the rope go to 8 feet?

Yes it can, you may have to remove the excess, but it will go to 8ft. I am 5'10", mine is set right at 9ft (handles included). Changing the length is pretty simple and only takes a few minutes.

Q: Can I buy an extra set of handles?

This item is well made. I received two ropes that will last at least two years or more. By this time I will be good enough to want completely different equipment for my advanced styles. The heavy ropes are for beginners, the lighter the rope the better you need to be. As you advance this continuum you get more exercise and skill.

Q: Can i cut the cotton rope really short for a 4 ft child?

Yes you can cut it to your needed height

This rope is adjustable to any height. I am 5'10 and it is slightly long for me, but I prefer a longer rope.
