Definitely good for a dog with hip and mobility challenges and will save your back and hips when carrying the aging pup. I have a 4.5lb toy poodle in one. I'm sure 13lbs will be fine, just a matter of adjusting the straps for your comfort and maybe putting a hand on the bottom here and there for additional support/relief on your shoulders.
