can you use this on a toilet?

Yes, that's the purpose of it. Lift the seat up, place this over the front of the toilet and then lower the seat over it to hold it in place. Go to the bathroom as usual and then remove it and empty it into whatever vessel you are using to submit the specimen to your doctor or lab. Makes things much easier!

Does it fit on a Portable comode?

It should work just the same on any type of toilet whether it be portable or not, you really just need the toilet seat for this to work. You just need to be sure the opening of your portable commode is wide enough and deep for this specimen collector. I hope this helps!
