Can this be used on power wheelchairs

Yes. It will actually fit better than a large scooter.

Has anyone tried using binder clips and lengths of elastic for tied downs? Loop around bars on scooter. Thinking for use at disney.

I used bungee cords the first time but it really was not necessary. I use it at Disney World too and it kept me dry scootering from Studios to Beach club villas . It is very useful for Disney . It is hot though on humid days .

How wide is it? The one I got is about 50 inches at the widest point side to side.

If I put it on it is 60 inches long as it goes to my ankles and I am 5’3. I am not sure how wide it is . I use it at wdw for major downpours . It covers the scooter well .
