Does it work for weld splatters?

No it won’t, Weld splatter is actually a deep pit it will only remove scratches not deep scratches but DA scratches sandpaper scratches etc.

How do I use this product

I did not know either as the product did not come with instructions. But I looked it up on the internet and they said to just use the felt pads. I use the filter pads two separate cups one with plenty water one with the powder. Then I put the damp felt pad in the powder and then likely buffed that on the windshield. Then I used a hose to rinse the residue from the windshield once I left it for the approximately 10 minutes per window. It does not take a lot of pressure just let the small buffing wheel and the damp powder do the work
