Would it work to lessen the snoring sound of an upstairs nieghbor? Put it on the ceiling?

From the density, I would suspect it would. However, this is an expensive solution, obtrusive and may not dampen the sound sufficiently. Maybe first try foam earplugs or a white noise machine? Both are quick, simple and less expensive. Good luck.

It is just foam padding that is ridged to fit together. I separated the pieces to protect my Roland keyboard inside a canvas bag.

you can't. 1 inch is nominal size. Like lumber a 2 x 4 is actually 1-1/2 " x 3 1/2". Besides that the foam is surprisingly worthless.

Would this work to quiet a home generator in a plastic storage shed?

In truth, I don't know. It is dense, and it worked well for what I used it for to quite my air conditioner. Bottom line; it will do what it does, but it is not high end professional grade material.
