Q: Will this work for non-Grohe fixtures?

I wouldn’t, but if it fits use it depending on Application ,pressure etc.

Q: Can the hose be cut to shorter length?

The hoses can't be cut to a shorter length.

Q: My Grohe 28143000 is not delivering the same volume as when it was new on April 10,2019
