Is the 12quart bag big enough for a 40 gallon terrarium?

It would depend on how deep you want to layer it. Will it be used for a nesting python, just an all out substrate, etc. Rule of thumb, after hydrating the original bag, you should achieve double the capacity, if not almost 3 times expansion. There are great demonstration videos on YouTube, I would highly recommend you check a few of them out. The coconut husk stores well in those sealing lid, stackable storage containers like you would find in your local wholesale club or discount stores!!! Good luck all the way around!!! Go reptiles!!!

I’ve heard this is one of the best substrates for reptiles; however I have a sensitivity to coconut smells and am wondering how strong the scent is?

It doesn't have a strong scent at all. Maybe a little "earthy", but it doesn't smell of coconut at all.

Do I use it dry for a ball python?

It needs to be dampened to keep humidity up.
