Q: Does the 18" length size include clear out to the handles or is that the inside measurements for actual serving tray room?

Unfortunately the dimensions listed include the outer portion of the handles ref the width, and for the height too....the handles cut out portion are very low to the base which means if you spilled something while carrying it, there is no way the liquid would stay in the tray.

Q: can you use tray to eat off, just like a large plate

I apologize for the delayed reply. Yes, this tray can be used 'as a plate'. It's very easily cleaned. While I'm very pleased with this tray (I bought two), please note that they are VERY slippery. If you place a plate or other dish on the tray, I suggest placing a paper towel (or similar) on the tray, because items placed directly onto the tray will move/slide around. It's a good, sturdy tray, just slippery. Good Luck !!

Unfortunately I cannot answer this question, I bought the red tray. The red tray is a true red color.

Kathy, it's about 12 x 18. I got it for my daughter to use when carrying things from the kitchen to eat on the patio, and it looks very nice for that.

Last forever

I love these trays. I owned a similar one from IKEA for decades, then I moved and wanted a different color in my new home. This product is STRONG, comfortable to carry, big enough to hold quite a few dishes, and doesn't scratch or mar easily. I use it to carry dishes out to the deck for cookouts and also as a tray on my ottoman for snacks and drinks.
