Q: How many cubic feet per minute of air does this fan move?

I expected less airflow from this fan than I got. It has 3 speeds. On high, I feel airflow 15 feet away. I am pleased with the airflow per dollar spent. Oscillating, it stirs up the air well. If you want a hurricane, this is not the fan. I have had days of 102 heat and got relief.

Q: What about the noise level? I'm looking for a fan that makes noise and helps me sleep.

Mystic-Buddha...This fan is whisper quiet and if it is noise you want, then get the portable double directional fans. One set of fan blades blows inward and the other blows outward they tend to be noisy.It's either that or turn the stereo/TV volume higher.The Lasko Oscillating fan is surprisingly quiet.Good Luck.

30 degrees if i'm not mistaking, it's not variable. it has preset lock-ins.

Q: Does the fan have a way to stop the oscillation so it is stationary?

Yes, there is a push/pull button that accomplishes this. It's very easy to use. I own two of these fans and find them to be of good quality and they are very quiet. The front grill easily pops off for grill & blades cleaning.
