Do I need to reseal container after adding the Turbo Clear?

Personally, I reseal the container after adding the TC since it must sit for 24 hours. This is to ensure no debris, insects, etc. get into the container.

How much will 1 pack clear?

I use 1 pack to clear 25 liters of wash and it does an excellent job. If you live in an area where it's cold though you can actually achieve the same results just by setting your wash outside over night. Or even better, if you have an old refrigerator that you could gut, you could set your wash in there for 24 hours. All three methods though will result in a cleared wash ready to go into your still

Will this stop fermentation early?

not necessarily but you should wait until fermentation is complete to use it

Any point using this if you plan to distill?

if using the Turbo Carbon you need to use it. The method they use is slightly unconventional, but turns out a very clean flavored spirit. use inline carbon filtering after distillation (and after dilution below 100 proof). Flavor, enjoy
