I have a glass piggy bank that I want to etch a name on it. The glass is a bit fragile. What is your opinion on using this?

This would lightly etch glass but if the glass is fragile, please consider using paint or magic marker. Good luck.

Does this work well on silver plate? - I'm using a platter as a guest book idea. Is carbide the same as diamond tip??

My only experience is layout markings on aluminum, on which the tungsten carbide tips worked as desired. Tungsten carbide is very hard but is not diamond. I believe the the tip is larger (point diameter) than I expect I could obtain in a diamond tip. Plus less force would be required to push or pull the diamond. My understanding of the rules for calling something as silver plated is that it be 20% silver by weight. The silver platitudes can be quite thin. Unless you are an artist, please consider a professional engraver.

Will this etch picture frame glass and wine glasses?

It should certainly mark the glass, but "etching" to me refers to imparting a design or letters. The point is very fine, so you could draw fine lines but filling in would be tedious. Think sketching with a very fine tipped pen. I bought this to score microscope slide and window glass for cutting small shapes for charms and stained glass. The microscope slides are hard borosilicate glass and my roller cutter couldn't score it. The scribes works great for that.
