No - it just has elastic to hold the cover in place around the seat - We no longer use car seats -

Will this protect my leather seats from my wet raincoat?

These covers are excellent. I bought one to avoid sitting while being sweaty from a round of golf in the summer. I have a new vehicle with light color leather seats. This covers is great at protecting. I bought 3 total. I am confident it would protect from a wet raincoat.

does this work with heated seats?

I don't know for sure but my owners manual specifically states NOT to place any seat cover over the heated seats, WHEN USING the seat heater. I wonder, might the seat cover trap in the heat and over heat the heating device under the seat? I'm following my owners manual
